Istanbul city pickup: Hertz, competent but pricey
City centre pickup on the European side. Roads are intense but manageable once you leave the centre. Hertz staff were professional, extras were pushed hard.

Istanbul city Budget — Sultanahmet convenience
Central location near the Blue Mosque. Staff warned about Istanbul traffic patterns. Compact was essential for narrow streets.
